The California HealthCare Foundation (CHCF), an independent philanthropy committed to improving the way health care is delivered and financed in California, is using Halogen eAppraisal with e360 MultiRater to:
- Improve its overall employee appraisal process;
- Respond to employees' desire for evaluations using multiple third-party reviews; and
- Improve managerial access to employee performance data.

CHCF commissions research and analysis; publishes and disseminates information; convenes meetings of key health care groups; and funds development of programs and models aimed at improving health care in California.
Challenge
The foundation wanted to improve its performance management process, as many appraisals were not getting done and even more were not getting done on time. It was difficult to get busy staff to complete them and then get them all returned using their paper-based system. Performance appraisals were stored in various locations in different stages of completion, which made monitoring and tracking them time-intensive.
When CHCF began looking at changing the organization's performance appraisal process, one of the most frequent comments from staff was that they should be doing more evaluations using multiple third-party reviews or 360 degree feedback. With foundation staff working on multiple projects with numerous stakeholders, feedback from various parties was required to get a full picture of each employee's performance.
Solution
An employee performance and talent management suite that included a multirater feedback feature was key to meeting this challenge. This would make it convenient to gather and analyze feedback from peers, direct reports, or other supervisors on particular competencies or on an employee's overall performance.
"The whole idea was to get input from more people than just the supervisor because the supervisor may not spend that much time with the employee," said Kim Galvin, Director of Human Resources. "My overall goal with implementing the multirater feature was to respond to this concern, and improve upon last year's employee satisfaction survey results."
In choosing a vendor, Galvin was looking for an easy to implement web-based employee performance and talent management system. "Our whole philosophy here is to leverage technology for efficiency and effectiveness," she said. "We selected Halogen because they provided flexible training options and the solution is hosted - but more importantly it has a very easy to use interface."
Results
Initial employee feedback on Halogen eAppraisal with e360 Multirater has been strong, with 99% of staff completing their reviews this year, and almost all of them being on time. "Over 90% of the people who responded to the question of what they think about multirater review said that we should keep it part of the process for next year," said Galvin. "The anecdotal comments that I received back from supervisors were also very positive. They like the ability to use the split screen so they can work on the review while looking at the third-party feedback."
Galvin has also experienced several process benefits. "I don't even put the appraisals in the employee's paper file now - it is all online and I can quickly and easily print it out any time I want," she said. "When a new supervisor starts I can provide them with a copy of the previous performance reviews for all their employees. In the past, if the person had a big staff that process could take forever. I had to go to every one of the files and pull the reviews and copy them. Now, they have instant access to those performance appraisals."
Galvin has also used Halogen eAppraisal to implement a performance and goal setting program for new CHCF employees. This has managers comment on employees' initial performance and give suggestions for improvement. They also engage in goal setting, to ensure that measurable goals are in place and accessible for the next appraisal process. "We think it's valuable to start this way because many times when you start a new job, while there is a job description, goals are often not worked out until after the first few months of working with the supervisor."
The CHCF is continuing to benefit from Halogen's web-based eAppraisal with e360 Multirater. Says Galvin, "In my personal review, I was a supervisor using third-party feedback and someone who provided third-party feedback, and I felt that the process was really simple and streamlined. It was not time consuming, it was extremely valuable."
